This isn't that hard:
Is it legal? If it was made by a band and sold on a CD or Record, the answer is no. The answer is only yes if it was made with the sole intention of being freely distributed, which I somehow doubt. Really, it's not so ambiguous as to require this much conversation.

The only exceptions to this is video game soundtracks. That's about it really. Everything else brings on the copyright lawyers.

Yeah that should be fine. The only reason I figure VG soundtracks aren't too bad is due to the fact that companies such as Capcom are fully aware of big sites hosting the soundtracks, and have even contacted them regarding it - and did NOT ask them to take the soundtrack offline.
I think it was the Megaman Zero 3 soundtrack, that Capcom contacted Megaman Network and asked them not to host it for a couple of weeks. Since Pheonix Wright is also by Capcom, I doubt they'd mind too much. The CD has already made its sales, its not like VG soundtracks stay in production for very long. More to the point, it is one Mp3 you're talking about anyway, right?
