It's funny how that strip speaks about how useless Beat is, yet how many times has that little bird saved Mega from falling?

I was basing it off my own experience with Beat. In MM5 it took going through all 8 Robot Masters' levels to get the 8 plates to even use Beat. And as far as the rescue function, I don't think I've ever used the Beat Whistle; just as a personal preference I guess. As far as usefulness, I just always saw Beat just above that of Tango

Edit: According to MMKB, Beat is only effective against the Dark Men, doing 3 damage to each, while doing 0 damage to the Wily Machine 5 and only 2 damage to the Wily Capsule. In Mega Man 6 he is completely useless against all the bosses, doing 0 damage to all of them! Back playing MM5, I never knew Beat was the weapon to use on the Dark Men so good to know for the future!
