This is my first really good attempt at spriting. I made him using this base => http://www.yoyogames.com/extras/resource/file/san1/90/90/male_character_outline_final.png and with help from my sister.

no. its not your first really good attempt at spriting. its not really good at all.

first of all, the base you used is horrible. most of us know I'm against using bases in general, by the time you've edited it enough that it doesn't look like the base you may as well have scratched it. but this base has poor anatomy, unnatural animation, and just looks bad. your actual guy seems to have no joints, eyes that are entirely pupils and take up way more space than they should, he seems to have no facial features, his face is the wrong shape, the colours are washed out and need way more contrast, there's little to no shading with what colours you do have, and you make very poor use of what colours you're using.

While you may simply be doing by accident by using a palette from a game with a similar colour scheme, the sprites are the correct contrast at least, so no one can fault you for that. :P

My gut instinct says work on the bandanna some more. It looks... off. Maybe try making it slightly larger. And have the knot-tails show more from behind his shoulder.

19 is four sprite colors too many.

Also, that bandanna looks quite like a beret moreso than a bandanna.

I agree with Shike, think it's the wrinkles of the bandanna near the front of the head. The shading makes it look more like a curl than a fold.

Well, you could make it twice as tall and invert the colors perhaps. Otherwise I'm not sure how you could get it to look less like that picture.

...Seriously though, it really doesn't look like the pictured character. If you're just being vaguely inspired by it, its fine.

I haven't been here in a while and I'm not sure if I should start a new thread so...

I took some time to actually LEARN how to draw and this is a project for an animation class I'm doing right now.

I know he looks like Grei but I didn't realize that until I started spriting him.
I made him using Pivot and GraphicsGale Free Edition.
