What VG villains do you like, and what villains do you hate? For me:

Favorite:

Metal Sonic: two words: METAL. OVERLORD.

Black Doom, Shadow the Hedgehog: Yeah, his game was pretty poor, but I just view him as the best villain Sonic's had so far.

Imperator Ix, Sonic Chronicles: My second favorite Sonic villain. Though not as threatening as Black Doom (for god's sake, look at that headdress!), he seems to have the most in-depth backstory.

Kefka, FF6: If there was ever a villain who was able to make utterly monstrous evil acts seem awesome, it's this guy.

Gabranth fon Ronsenburg, FF12: A tragic villain if there ever was one. He even had a Redemption Equals Death to boot.

Elpizo, Megaman Zero: Yes, he was batshit loco, but he only wanted to free Reploids from Neo Arcadia's tyranny. Not to mention his fate was fairly open to redemption.

Harpuia, Leviathan and Fefnir, Megaman Zero: If the Megaman games have any anti-villains, it's these guys. They are NOT evil, in fact they simply wish to defend humanity (especially Harpuia). The problem? Their leader, who they're bound to obey, is evil, so they have to do evil in turn. Phantom doesn't count, because unlike the other Guardians, he follows Copy X blindly, even going so far as to KILL HIMSELF for him!

Dimentio, Super Paper Mario: Best Mario villain ever, bar none.

Master Albert, Megaman ZX Advent: One of the best Magnificent Bastards ever created.

Sho Minamimoto, TWEWY: SO ZETTA SLOW!

Megumi Kitaniji, TWEWY: Yes, he was a major prick, but he was the type of prick you love to hate.

Orgodemir, Dragon Quest 7: My favorite DQ villain. He kills GOD, for crying out loud!

Rhapethorne, Dragon Quest 8: My second favorite DQ villain.

Gilgamesh, FF5: The ORIGINAL comical recurring boss, and he is AWESOME.

Least Favorite:

DHAOS! FREAKING DHAOS! Everytime someone says he was sympathetic, I want to punch someone. All the other Tales villains had well intentioned goals, such as ending war(Symphonia), wanting to ressurect a dead friend (Symphonia 2) or wanting to stop an ancient evil(Vesperia). Dhaos though? His goal can be summed up as follows: "Fuck you all, my world > you." The worst part? THE GAME EXPECTS YOU TO FEEL LIKE A BASTARD FOR FINALLY OFFING THIS ASSHOLE! Gaaaaaah....

Marcello, Dragon Quest 8: This guy's assholism exceeds mere words. He's even more of a jerkass than Chramless, and that is REALLY saying something.

The Ordinators, Morrowind: Not true villains, but pretty damn close. It doesn't matter HOW much of a hero you are, unless you join the Tribunal Church (which is MAJORLY corrupt at the time), they WILL treat you like dirt.

Ragou and Cumore, Tales of Vesperia: Oh god, where do I start? I'd say they're heartless bastards, but that doesn't even come close to describing them. Let's see, Ragou had his own people murdered, including CHILDREN, and either fed the corpses to monsters or sold them. As for Cumore, he forced a ton of citizens into what was essentially a watered down version of a WW2 labor camp. And get this, their reason for commiting these atrocities? BECAUSE THEY COULD! If you think Yuri was wrong to do what he did to them, you're likely as inhuman as they were.

Urien: Street Fighter III: Third Strike, while not technically the villian, his entire storyline is that he wanted to be the final boss instead of his brother Gill. Funny because he's way harder to beat than Gill (took down Urien in about ten tries, gill in one) but I think that's an AI problem. Also, he has the unique ability to turn black at will.

Mithos Yggdrasil: He was cool because he ultimitely believed he was the good guy and blatantly stated before death that he had no regrets. He was so corrupt by his own self-righteousness that he was even rejected by those he set out with in the first place, the final rejection being his dead sister, who he completely misinterprets.

Least Favourite:
Dark Gaia, sonic unleashed, severely underdeveloped and given a stereotypical last boss square enix design.

Favourite:
Bowser (Super Mario series): It´s funny to see him to have only one goal in his life....wich makes no sence (Hell, why does he want Peach so bad?!) but he is willing to start wars to accomplish it.
Axel (Kngdom Hearts 1.5, 2): He´s a lovely Bastard and his weapons are unique
Dr. Wily: EYEBROWS OF DOOM!
Psycho Mantis( MGS 1,4): He can break the forth wall and it makes sence!
Masked Man (Mother 3): A young Vilain who is incredibly EVIL!

Least:
M. Bison (Street Fighter 2,3): Hate him, hate him, hate him
King Deedee...something...(Kirby series): What´s the deal with this guy? Is he really a Vilain?

While a lots of villains stand out because of their celebrity…
Recurring ones like Dr.Robotnik, Bowser, Dr.Willy…
Famous ones like Sephiroth…
…I’d rather choose a few villains because they marked me in a way or another:

Favourite villain :
GlaDOS: (Portal)
There are two reasons why it is perhaps my most favourite villain at the present time.
1) It has (one of) the best voice acting of the history of game industry (especially when you know, via the Developers’ Commentaries, the incredible job Ellen McLain (http://en.wikipedia.org/wiki/Ellen_McLain) did).
2) It has some of the best speech lines, especially during the final encounter.

Honourable mentions :
Kane: (Command and Conquer : Tiberium series)
Because Joe Kucan is the shit.

Copy X and Kraft: (Megaman Zero series)
While the Megaman franchise (and almost every single other Capcom franchise for the matter) isn’t famous for its scenarios, I really like these two characters because they finally introduced the “but good isn’t the same as right” theme and it’s opposite.

Olga Flow: (Phantasy Star Online : Episode 2)
The boss itself isn’t much interesting… The battle itself isn’t interesting at all…
…but the context is why this boss is here: of the first time I engaged it, I was nervous like hell. I had barely made my way to the boss room with a middle level and a middle gear.
The arena is a large elevator going down at frightening speed, while this boss is in free fall, upside down, “flying” around you so half the time you don’t even know where it is... scary when you really don’t want to die.

Least favourite villain :
Ramirez (Skies of Arcadia)
Because the first time you encounter him he’s, of course, invulnerable.
And, of course, I was cheating: my characters had an insane amount of life.
And, of course, he used only ONE attack: the Silver Eclipse, an attack that last 30 agonizing seconds (http://www.youtube.com/watch?v=raUaf2NClfc).
And, of course, while he killed every body in the party in one hit, he couldn't one shot Vyse.
IT TOOK HIM ONE HOUR AND 30 MINUTES TO KILL ME! (…mainly because I was stupid enough to accidentally heal myself in mid-fight)

Favourite:
Mao and Laharl (Disgaea): Have you ever SEEN such awesome villains being used as main characters?
Soundwave (G1): I can't explain it really.

Least:
I don't really know.

Un-Categorizable (Is that a word?):
Lelouch vi Brittania/Lelouch Lamperouge: Words need not be said.
Light Yagami: Look at Lelouch.

Hm, I don't think I have any favorites that haven't been mentioned already. Elpizo, however, is one of the easiest final bosses ever, and just plain dickish.

Darth Dumbo

My measure of a villain is how hard/fun he is to fight. So I'm putting bosses in general.(Though technically they're still villains)

Favorites.
Omega: Maybe the only reason is because of just how easy it is to dodge his attacks. His second form as well to a lesser extent, that homing ball attack is hard to dodge.
Erazor Djinn/Alf Layla Wa Layla: Just over all fun. 1001 Nights gave me a hard time though.

Least.
Third stage boss in Gradius 3: I cannot dodge his diamond beam attack.
Omega Zero: I wouldn't have a problem with him except he has the AI of the head mavericks. Difficulty in movement prediction basically.

I'm surprised that no one mentioned them yet, but Darths Vader, Sidious, and Traya (KOTOR 2.). Oh, and Darth Bane. (All of the above are from Star Wars and its expanded universe.)

Least Favorite: Sephiroth... Enough said... Overplayed to the point that they HAD to bring him back for Advent Children to satisfy the rabid fanboys.

Greth Dreadwing

Favorite:
Kefka-Light of Judgment. Enough said.
White Fatalis- I don't know if it counts, but you have to fight it, and apparently it's the hardest monster in Monster Hunter Freedom 2.
Goddess of Judgement- From Valhalla Knights 2. Just watch the opening scene, and you'll see why she's evil.

Least favorite:
Lord Widdershin- Tales of the World: Radiant Mythology. Apart from being able to summon a giant sword from the sky, he makes alot of empty threats. And he reminds me too much of Sephiroth.

Got another favorite.

Malefor, The Legend of Spyro series: I've only read articles/seen youtube vids of this guy, and he's already awesome.

The Walrus

Least Favorite
Mithos- Cause he was a joke
Walter- Cause he died
Dracula- STAY DEAD YOU STUPID BASTARD!!
Taboo/uu(can't remember which they used)- Just plain stupid
Horsey Zonder- Cause only noobs leave themselves open to attack while healing, or even get in the that position (http://www.youtube.com/watch?v=Yrp7dQjgVK8)

Favorites:

Dr. Robotnik; He was awesome until Sega decided to ruin him by giving him voice acting and a personality.

The Bonne Family; Even if they aren't such villainous people, they make me chuckle and I always kinda feel bad for beating them. The servebots are funny as well.

Dracula; I'm of course referring to games where they actually attempt to give him a personality aside from "LOL IM REVIVED AGAIN DIE BELMONTS JUSDIE!! Curse of Darkness did a great job of this as Dracula actually was highly serious and was literally out for Hector.

Sigma; He's flippin' awesome. I don't care if he does return every game.

Dislikes:

Dr. Snap (Dragon Quest Monsters: Joker); Aside form being the stereotypical "LOL IM A SCIENTIST WHO IS REALLY THE MAIN VILLAIN OF THE GAME!", his plan was stupid. I don't evenmember what his motivation was because it was so awful. re

Mithos Yggdrasil; He was an insufferable little scamp.

Any Zero/ZX villain; Cuz I hate these series with a passion.

I can't remember any more.

Fav:
Magus from Chrono Trigger. Through it was awesome that he joined you later.. DS version gave him a new ending

Gabranth had an awesome voice actor too SFF. Especially that time he reveals he killed Ashe's father

Least:
Sephiroth. Hate him

Favorite-

Almost anyone from the Paper Mario series. Especially Super Paper Mario.
Also, Bowser. As usual.
Dr. Wily. Especially since Powered Up gave him such an awesome (and hilarious) evil laugh.
Dr. Eggman. I even like his voice acting!
General Tor (Iji, look it up. Brilliant game.) Probably because his boss fight was awesome and he was the only Komato who was a genuinely nice person.
Assasin Asha (Iji) So goddamn stubborn it's awesome.

Hated-

Sephiroth. He started out cool, then they made about a billion fanfics, comics, prequel games and other stuff all about him and he got annoying as hell. Atleast his temporary comeback in Advent Children was pretty cool.

Lets see... my favorites would have to be...

The Borg-We are the Borg, lower your shields and prepare to be assimilated. Resistance is futile.

Because we all know that if the Borg really wanted to assimilate the feddies, they could.

Omega Zero-One of the the badasses of the megaman series. I especially like his true, final form. (when I first played through MMZ3, I was actually surprised by that bit)

Nemesis-STARS!! He's one of my favorites, especially after the games of RE4 and RE5. I miss the idea of a seemingly invincible monster that will follow you around the entire game.

Forte.EXE-In my mind, he's more badass than his paralle self. Although that may have something to do with the fact that we've seen more of him...

Now, my least favorites.

Sephiroth-He used to be one of my favorites, but a series of fangirl/fanboy ficcies and drawings have changed my mind.

Sephy can never be as evil as he was after a single chibi drawing. Just doesn't work.

Ramirez-I too am not a big fan of Rami as a villian (although I have read some good fics of him as a good guy) Not to mention that he's a "Railroad Boss" in that there is NO way to kill him the first two times.

Besides, I find his blind devotion to Glacian to be a bit disturbing.

Count Dooku-Sorry to any Dooku fans out there, but come on. He's made out to be a powerful and intelligent Jedi master, and yet he can't even see that he's being used as a tool until its too late.

I would respect him more if it turned out he had actually had plans to turn on Sidious. And I mean ones before RotS.

Favorites:

Stern Regisseur, Super Robot Wars: A giant planetoid that's taken over by an alien abomination bent on more or less rebooting Earth itself. How can you go wrong with that?

Redips, MMX Command Mission: The massive web of deceit Redips creates shows some real villain skills, and by the end of the game you really see how he played both you and Epsilon's Mavericks big time.

Ingram Prisken, Super Robot Wars: The guy spends most of the game as your ally, being the commander of the SRX Team, before revealing his true colors and being one extremely powerful annoyance, especially when he brings out the "reprogrammed" humans to make things even more troublesome.

Not Favorites:

Dr. Wily, Mega Man: Boring boring BORING.

Seymour, Final Fantasy X: I didn't even play this game and I know the guy sucks.

Repliforce, Mega Man X4: Why was I fighting these guys again? Oh right, I know why. It's because Colonel was stupid and arrogant and decided a war was better than disarming. They just add to how terrible X4 already is.

Favorites:
Dark Megaman: MMBN5. The idea of fighting yourself was the best.
Miror B.: Pokemon Colosseum and XD. he moonwalks into the room when you first meet him. Badass, much?
BassDS.EXE: Darksoul of an evil Navi. 'Nuff said.
Thetis, MMZXA. He was the only Mega Man with a purpose in life.
Least Favorite
Cipher Admins of Pokemon XD. You have a valley girl, a guy who looks like an evolution of Slakoth, and Snattle. FAIL.
Chill Penguin: the least intimidating MMX boss.
Cun... I mean Cutman. Lamest boss ever. Rock always beats scissors.
