Anyone heard of the chao editor for Sonic Adventure? (Dreamcast or Gamecube)

Well, does anyone know where I can find a chao editor for the PC version of Sonic Adventure DX? If not could someone make me one? If you can't do any of these, I would at least like a complete guide to the coding of the chao garden save file and what it means.
