I have a question. Can a StarForce Rom link to a another StarForce games?

It's not really the ROM, but the emulator itself that allows linking between games.

If you're talking about linking a ROM to an actual game cart, then I don't think it's possible.

The ROM itself doesn't link.
I don't know of an emulator that allows linking at the moment (a DS one, that is).

If you want to put the ROM on a flashcard, then, yes, you can link.
