It's this program that can supposedly turn high-color art to sprites. It can supposedly generate results like these (http://wily.xrea.jp/rockman/ryusei/etc/icon.htm).
Problem is, it's in Japanese. So can anyone help me make use of it in some form? It should be better than Photoshop in a way, and I need it for simple sprite making, like the results shown.

The program itself won't show the characters? You're better off finding someone who KNOWS how to use it, and getting them to tell you what each button means.

Yes, and I wonder what the best way to go about doing that would be. Perhaps posting a thread in a spriting forum.

XD It looks like an emblem maker except with an unlimited pallette restricted to any 16 colours to make the sprite. Look up emblem maker and you'll see an approximate simplified version of that in english

Can you recommend one? Any program should be able to at least reduce it to a palette and leave it clean from there.

Well a decal maker is pretty basic, and the size is pretty small as well, 32X32 pixels to be exact. And this decal maker has a fixed pallete. Anyways, this is what I was talking about, but to do what you'd want you'd need to soup up the coding abit to make up for the extra procedures needed to do what you want; or do the rest by hand, probably what you're gonna do, eh?

Stuff your pic in there and it'll spit out a 32X32 pixel version. And to avoid stretching make the pic you want squared as well.

It seems logical how it converts them to mugshots since the "pictures" are shaded like mugshots and look like they use giant pixels.

That's anime for you. They usually have the shading on characters unblended, making it easy to transfer.
