In the manga, though, before Forte.EXE gets slashed along the symbol, his symbol was a white, cursive, lowercase: "f".

In the Anime and the Games, Bass' Navi Symbol is a Golden Circle with Black on the inside. It has a huge, white Slash across it. That's about it.

Forte's symbol before the slash actually has the F leaning the other way...
The slash and the F are at the same angle, which is why you can't see any remnants of the symbol on his current one.

Some official tries to delete him, but ends up just slashing his icon, and damaging Forte.

No, they don't. And even if, Forte didn't get slashed there.
Only the BN games have the symbols.

Yes, it exists. It stands in the Misc section of BN5 (I think normal, but possibly DS version too) and it might (but I'm not sure) be in the Misc section of 4.5.
