How do you animate with gimp (Windows version)?

Make each layer a frame of the animation. The bottommost layer becomes the first frame, the topmost layer becomes the last frame. Make sure the file is in indexed color mode, and save as a GIF. It'll give you the option to save as an animation. Once you save the GIF, open it back up in GIMP. Each frame is shown as a layer, and the layer names now show the timing of that frame. Edit the layer names to control the timing (change only the number of milliseconds, nothing else), and save again.

Alternately, try using the GIMP Animation Package.
