It would be better if you told us what it's based off.

Other than that: I think it's okay if you're a beginner in spriting. The colour choice(for the blue parts) is what you should work on: The colours don't have enough contrast, making the sprite look flat.

It's a model X recolor.

There would be some Major differences, than just making it a different blue.

I think we know that, but that's then just a plain C+P recoulor >.>; no offence, but it realy should be re edited, fully or half.

Look at other peoples sprites and look what you can edit or not to your own one. I think that should help him out just fine, I guess.
