Cartoon Network is for kids. They're just appealing to their biggest demographic. I mean the old Tom has been around for like 4 years. That's a good run for a made up host.
If you really want cartoons for adults watch E-WAM in the middle of the day. All they play is X/1999 and others of the like.
Toonami was never for anyone but kids...
When there was a mature anime they tried to appeal to kids that loved anything anime (ie: around that time, the Dragon Ball Z crowd), and if they noticed it was a bit mature they moved it to Adult Swim where it belongs later.
I watch Adult Swim all the time... seriously, fuck Cartoon Network. I stopped watching that shit many years ago.
I watch CN sometimes (Fosters Home KICKS ASS) But mostly I watch Adult Swim (Futurama KICKS ASS) And, Occasionally, Toonami (Nothing KICKS ASS). No more Toonami for thou (THOU KICKS ASS)
Eh, the only think I watch on Toonami now is MAR. And that's because MAR is pretty cool. Other than that I only watch Adult Swim.
With the online telecast there's really no need for the actual station anymore anyway. My little sister has been watching MAR online since episode 1 and she's like 10.

Anyway, I don't really think those shows (Camp lazlo and Fosters) are awesome or anything, I thnk maybe once in a while their entertaining to watch , but only when they actually have something funny.
