What, do they actually interrupt normal programming? On normal channels? Oh dear... They just slap them all on BBC News 24 or whatsit really...

It's done sometimes, though its actually quite rare. The networks don't have to air a Presidential address when asked to if they don't want to, but its usually seen as bad form if they don't (though advance warning is usually given). I believe that in the six and a half years that Bush's been President, he has only interrupted normal broadcasting for NBC, ABC, CBS, etc. a little more than a half-dozen times (not including his annual State of the Union speeches, of couse). Those types of addresses are very rare and usually only used for the most important matters, like the news of catching Saddam, speaking about a national tragedy, or trying to speak to the people directly to change their opinions on a certain matter. Most of the time though, he just appears on CNN, MSNBC, and Fox News while side-by-side with another world leader or when he's giving a stump speech at some important location/announcing a new presidential initiative.

What was Bush talking about, anyway? Did they actually interrupt the normal channels, or was it just one of those regular speeches that air on the 24/7 news channels?
